Add clone-feature Skill

What This Does

Enables cloning of Jira Features and all their child User Stories while preserving:

• Each issue's original Jira project (multi-project support)
• Parent-child relationships (Capability → Feature → Stories)
• Key fields: summary, description, acceptance criteria, components, labels, fix versions, Size/Story Points

Use Cases

• Feature Templates: Duplicate proven feature blueprints for new initiatives
• Multi-Team Delivery: Clone features across different Jira projects and teams
• Bulk Reuse: Re-run feature structures with updated context

Features

• Automatic project distribution (stories stay in their original projects)
• Cloning label for searchability and traceability
• Cross-project parent-child link preservation
• Comprehensive error handling and fallback strategies
• Edge case support (no parent, no children, missing permissions)
